A long-range master plan for Downtown Dalton, South Hamilton Street, and the Block 79/Glenwood corridor, shaped by extensive community engagement and technical analysis. The plan identifies strategies to add housing, improve walkability, and enhance public spaces, building on Dalton's character to create a more vibrant, economically resilient urban core.

Cottage Court

Expanding attainable homeownership with thoughtfully designed cottages arranged around shared green space. As a pilot project for FCDC, Cottage Court demonstrates how smaller homes and intentional planning can help meet Whitfield County's housing needs while creating a neighborhood where residents put down roots.

From Local and Outside Investors and Stakeholders

2018 – The Housing Study

Believe Greater Dalton commissioned a comprehensive study of the local housing market, which found that Whitfield County could absorb 150 to 160 new construction home sales and 90 to 100 new rental units every year. No new multifamily rental apartments had been delivered since 2001. The study also found that 62% of people holding a job in Whitfield County paying $40,000 or more lived somewhere else.

2019 – Orchard Place

127 condominiums in a gated community off Cleveland Highway, built by Greenwood Developers. Preserved mature trees, walking trails, a pond, a pool, and a clubhouse, with master-on-main and open floor plans. Now sold out.

2022 – Patterson Farms

A 74-acre mixed-use community on Cleveland Highway from Greenwood Developers and Hollis Holdings. More than 120 homes have sold so far. The plan calls for 500 or more homes across cottages, lofts, and townhomes, with walkable green space, a community garden, and a commercial district.

2023 – Lofts at Hamilton

218 loft apartments in four buildings on 14 acres leased from what was then Hamilton Health Care System, two blocks north of the medical center's main entrance. Developed by Macon-based Sierra Development with Argus Eyed Partners. Elevator access, gated parking, a 24-hour fitness facility, and a saltwater infinity pool. Built explicitly to keep health care and professional workers living in Dalton.

2023 – Dalton Station

Atlanta-based Madison Capital Group converted the former Budgetel Inn on South Thornton Avenue into 140 micro apartments. The conversion put a vacant downtown property back to work.

2024 – The Dalton by Alta

234 apartments in a five-story building at 501 West Waugh Street, developed by Atlanta-based Wood Partners. Walking distance to historic downtown, minutes from I-75, and close to Vitruvian Health, the Dalton Convention Center, and Georgia Northwest Technical College. The first downtown apartment community of this scale in more than twenty years.

2024 – The Township at Hammond Creek

200 apartments in five four-story buildings near the north bypass and Pleasant Grove Drive, with retail space alongside. A joint venture between R.H. Ledbetter Properties, Charles Williams REIC, Hammond Creek Capital, and Dobbins Properties. One-, two-, and three-bedroom layouts with all-inclusive rent, a resort-style pool, a putting green, and pickleball courts.

2025 – Walton Fields breaks ground

90 apartments on Underwood Circle in the first phase of a $27 million development, built by Walton Communities with Well Housed Dalton, the City of Dalton, the JDA, and Believe Greater Dalton. Two three-story buildings with one-, two-, and three-bedroom homes, mixing market-rate units with income-qualified housing. Well Housed Dalton's largest undertaking in more than four decades. Pre-leasing opens in 2026, with leasing to follow in spring 2027.

2025 – EcoPanels Pilot

FCDC's first housing project, now built and sold. The pilot tested panelized construction against traditional methods on cost, speed, durability, and long-term affordability.

In progress — Hamilton Village

40 workforce housing units on South Hamilton Street, assembled from a private land donation, a state housing grant, and updated local zoning.

In design – Cottage Court

FCDC's pilot with the MicroLife Institute, in final design on a city-owned parcel about a mile from downtown. Smaller homes arranged around shared green space, testing whether compact lots and deliberate layout can widen the path to homeownership.
